Well I've tried pretty much all of ROM_DOS tweaks under Performance Tuning and I still don't see any improvement as far as my connection
Using WinXP SP2
Provider is NetZero not sure what the advertised speed for download/upload is.
I have TCP Opt. and Cablenut installed

::::::::::.. Download Stats ..::::::::::
Connection is:: 27 Kbps about 0 Mbps (tested with 97 kB)
Download Speed is:: 3 kB/s
Tested From:: http://testmy.net/ (server2)
Test Time:: Sat Dec 3 13:10:04 EST 2005
Bottom Line:: 0X faster than 56K 1MB download in 341.33 sec
Diagnosis: May need help : running at only 3.27 % of your hosts average (.)
Validation Link:: http://testmy.net/stats/id-VZKS9NQXO

 ::::::::::.. Upload Stats ..::::::::::
Connection is:: 24 Kbps about 0 Mbps (tested with 97 kB)
Upload Speed is:: 3 kB/s
Tested From:: http://testmy.net/ (server1)
Test Time:: Sat Dec 3 13:14:55 EST 2005
Bottom Line:: 0X faster than 56K 1MB upload in 341.33 sec
Diagnosis: May need help : running at only 7.59 % of your hosts average (.)
Validation Link:: http://testmy.net/stats/id-HCARQ04E9

Welcome to testmy.net boywonder,

How far away are you from your telco?

To find the location of your telephone company switching office;
Click here <+> http://www.dslreports.com/coinfo

 . . .what is your initial connect status?
(just click on your connection icon in your system tray.
(if I don't like my connect status, I just dis-connected
and connect again ~ 'till I get at least a 49.2Kbps speed,
sometimes I get a 53Kbps speed going.)

Next, dis-able your Hardware(modem) compression in your
Internet Connection > Properties > Gerneral > (Connect using ~ your Modem) > Configure
set Maximum speed(bps) to 921600
[check] Enable hardware flow control
[check] Enable modem error control
[un-check] Enable moden compression
hit OK

goto Networking (still in Properties) and click Settings
under "Type of dial-up server I am calling" and
[check] Enable LCP extensions
[check] Enable software compression
[check] Negotiate multi-link for single link connections
hit OK

try those first and remember to always re-start your computer for any changes to take effect.

I couldn't get http://www.dslreports.com/coinfo to work right my guess is that I'm a few miles away though. I'm out in B.F.E and I have 3 Schools across the street from me which could be sucking up all the bandwidth. The phone lines in my house are all new less than a year old.

My connection status never changes from 31.2Kbps I have a GTW V.92 voice modem so I use NetZero's local dial-up number that supports V.92 I have tried others and they all lower my connection speed to 28 and lower

I tried your last two tweaks with no effect. Are their any other alternative possibilities I can try? I've had DSL before and moved had to go back to dial-up that really hurts like going from Riches to Rags.
Who is Level3.net and why do they sometimes come up as my host? Also have you heard of Artera Turbo?

If you have access to your phone box check that the wires are not corroded and that they are tight - check all the wires you can. also try a differant wire if you have one.

tight and clean connections can make a big differance in connect speeds

Just went out and checked it, The box and wires are all brand new and securely fit. One strange thing is that there are only two wires in place Red and Green the Yellow and Black are just dangling there doesn't appare to have even been hooked in. I checked to see if I could install them but couldn't tell where they might have belonged because everything is color coded Red and Green

Checked that out everything looks top notch. If only two wires are needed what are the others for?
