Can anything be done to increase uploads except scrap 6000 and get 4000

Upload will be even worse on the 4000.  If you want better uploads you have 2 choices.  Upgrade to 7000, or buy a .98m dish and 2 watt transmitter.

Will dish and transmitter help with D/L, or just U/L? Would a business pkg. help U/L any, or just D/L? Thanks.

The larger dish will give you a better signal, and less rain fade.  The more powerfull transmitter will give you better uploads, and will punch through clouds rain and interference better.  But to use any of that, you have to be on at least a SOHO plan.
