Well think i figured out the problem.... not fully but MUCH better,

Now i overclocked my video card, like... alot... 145 MHz i believe.. and my shots register BEAUTIFULLY .  On deathmatches my chokes still 100 % but its not effecting my shots any now!

A mixture of thoes rates you gave me as well as the OCing is a miracle.
