When you swap out a modem with Comcast and they give you another one it sets your internet to run on a proxy which brings you to the Comcast download page.

After you finish the program it tends to keep the proxy server enlisted on your browser. All you have to do to stop it is the following:

1.  Open Internet Explorer

2. Go to Tools/Internet Options/Connections Tab.

3. Click on LAN Settings.

4. Uncheck the "Use a proxy server for your LAN" box.

Extra: If you need to access the download page again just re-check the box and you will be able to access it again.
