Alright I looked up some of the tech stuff posted on the net about "SpeedBoost".. What it looks like they are doing is taking left over bandwidth and applying it to large file downloads... This boost lasts 1/4 to 1/2 of the total file size.. I am not sure how they are calculating this but that is what they are saying.. So the amount of boost depends on network load completly.. My guess is that you can not turn it off.. BTW it only applies to HTTP/FTP traffic not torrent or p2p
