Fire Fox and IE has different capabilities when it comes with HTML Div Layers. I personally dont like Div layers, and stick to simple straight HTML coded layouts.
It's been a while since I've coded a DIV layout, so I will let someone else answer you.

It isn't exactly how IE and FF read the <div> tags.. What is has to do is how the rest of the CSS is processed in each browser. IE 6 is seriously bad at CSS rendering. It is easier to build a site that will work with IE 6 then modify it to work with FF. That being said for the most part IE 7 is a lot closers to FF than IE 6.

you should have no issue covering anything you want with a div layer..
What code do you have thus far?
I use div layers for
EVERYTHING
... want some examples of pure-div sites?

(I could go on all day) I love CSS based design, it's my passion, (obviously).
Lets see what you have code-wise and go from there, eh?

<div> is a way to make a site layout without tables -- it's a bit more flexible and customizable than <table>. I don't find much benefit because, as PHP notes, support for newer XHTML and CSS2/3 tags aren't supported by older browsers, and a lot of ppl are stuck on IE6. FF 2 has excellent CSS and XHTML support.
If you're still interested in using the <div> layout, check these out:

http://tutorials.alsacreations.com/tutocss/
Here's a cool editor for this tag that you can play around with:
http://www.w3schools.com/css/tryit.asp?filename=trycss_float6
Cheers.
Oh yeah -- if you want to check out some cool source code, CA3LE integrates both tables and divs into this site's design.
