I moved from mass. to virginia, and have noticed a significant increase in speed. I'm not sure what it is, but I'm pretty sure I have the same plan. I'm on the basic triple play plan, but I do have cat6 in this house..

Download Connection is:: 10283 Kbps about 10.3 Mbps (tested with 12160 kB)
Download Speed is:: 1255 kB/s
Tested From:: http://testmy.net/ (Main)
Test Time:: 2008/01/18 - 8:24pm
Bottom Line:: 179X faster than 56K 1MB Download in 0.82 sec
Tested from a 12160 kB file and took 9.687 seconds to complete
Download Diagnosis:: Awesome! 20% + : 67.61 % faster than the average for host (Comcast.net)

You're looking at PowerBOOST at its lowest. It shoots up to 20 Mbps for me.

But since it's PowerBOOST, try downloading XP SP2; it will start out ~ 2 - 3 MB/sec, and as it gets closer to 17 MB of the file done, speed drops down to ~760 kB/sec (~6000 Kbps[6 Mbps]).

Thanks for the replies. I also noticed that using XP / Vista, I get much slower speeds, when comparing with linux. Is this normal?
