Speed problem

Hi,1 month ago something weird started to happen to my connection
I have adsl connection,modem is connected via Ethernet.I dont have router nor switch.Connection speed should be 1.5mb.When it is fine ,with ur web site test, I dl about 160Kbps.But often when I got connected I can dl only with 30Kbps.I entered modem IP in web browser to check settings,there it also says my connection is 1.5mb,but when I run dl test here i can dl with 30Kbps...ridicilous.
I am pretty sure I dont have some processes running,like auto update or something.Also I just formatted hard disc cuz of some other issues,so windows (windows xp sp2) is fresh,without bunch of programs etc.
Help pls

p.s. 80% of time I got that 30Kbps , an other 20% of time I connect,its normal with 160Kbps

Have you went to : start>run> and typed "cmd" , then typed "netstat" to see all active connections?
And how long have you had DSL, as well as how long has the modem been up, or on without resetting?
Also how are the wires in your place? Are they newer, or older?
Please post these things, as well as the modem model # and your connection speed that you are supposed to be getting from your ISP, and who is your ISP.
edit, you could also install cablenut, and find the correct css file from

I have DSL for about 1 year,I used internet for like 10h a day,recent 3 months its on for like 4-5h a day.
Well,I live in building which is mby 30 years old.
My ISP is "telekom srbija" in Serbia.
I did netstat...result-I got like 30 connections established...20 of them are TCP connections to heaven.sa1nt.us:http on time wait status.
Then after I did netstat my connection rebooted itself,I did netstat again,and then I got some normal amount of connections...5 or so...none of them was to heaven.sa1nt.us,but my connection is still slow.Here is result pasted from this site.

Download Connection is:: 211 Kbps about 0.2 Mbps (tested with 579 kB)
Download Speed is:: 26 kB/s

There are a couple netstat commands that could give you the information you might need.
First , find out if there are others connecting to your machine by typing (in the cmd) "
netstat -p TCP
" You can also use the "-n " switch to display them in numeric.
Also, if you suspect a virus or trojan use "
netstat -e 10
" this will show you the bytes being transferred in real time , and refreshes every ten seconds. If you arent transferrend anything t the time , and this shows alot of activity, well, you get the picture.
To find out which programs (like your browser) are connected , and which IP it is associated with use "
netstat -p TCP -b
"
Run the netstat command with the -b switch and look for "timed_wait" , go into task manager and kill that process, it's holding you back.

No,I dont have much connections.Program using internet atm is msn,but he is connected 4 times,dunno why
