i'm trying to fix a computer that does not turn on.  it has power, the green light on the monitor shows up, but the screen stays black.  the computer fan does not turn on, however i can hear things beeping and clicking around inside like it's trying to work.  i haven't been able to get the side panel off yet, it's jammed for some reason. 

does anyone know what would cause this problem?
