Try tweaking using cablenut software, or TCP Optimizer. Hopefully it'll help your connection get the most it can, I've had problems before, most all were fixed with tweaking. Have you tried to?

Have you tried the basics, reset your modem, try a new Ethernet cord, checking your lines, the basic stuff?

I am using a alltel wireless card. It is Pc-express and goes to the cell towers. No matter what I do if I go the higher tests they misread everytime. My card maxes out at 1500 kpbs about. The higher tests are reading about 14-26 Mbps

They only had one plan at the highest the say 2400 Kbps. The max I have ever seen is 1500 kpbs, so 20 Mbps is a little much.
