I need a software like netlimiter.
I am watching OnDemand movies but it starting to buffering.

What software can I use to close software that is using internet at the same time I use windows internet explorer?

I need that now, i have rented a movie now.

If you have a router, then you can set up QOS per port, so the machine streaming the movie will get all bandwidth available so long as it needs it. No bulky software needed.
