 I'm not a smart bro user, but I do read all the posts concerning smartbro and jump in when I can. Keeping this in mind, the speed   (427 Kbps ) would be the same thing the better part of smartbro users get, now the consistant lower speed would signify when the tower you are aimed at is experiencing heavy useage, so there wouldn't be anything that can be done. What the canopy does in heavy usage ties, is allocate the available bandwidth total, divided by the users. This way , everyone gets online, at least a little a bit.

I do have to say though, when I started out using the internet, I never got over say 20-60 Kbps. No one did.

 The reason you cannot access your canopy is because they soon realized that by changing the color code , you were in essence  "cheating" the other users out of bandwidth, thats where they got in trouble. So they blocked it from access. Some people still seem to get in, and I have read that when they do, and when smartbro discovers this, they will either be shut off, and or allocated a smaller bandwidth allowability.

 If you have already done some of the registry tweaks you have found, then this may be all that can be done. But since your familiar, you could always experiment with the figures yourself,  there is always room for improvement, but keep in mind, that with all the users accessing the canopy , there generally going to get the same thing you are during peak usage times. Although this isn't always true, I believe the acceptions are simple flaws within the canopy configuration itself.
