Qwest DSL 1.5 down/ 896 up, having issues with IE

I have two versions of Windows XP, one with all the SP's installed, one without. The one with all the SP's gets an upload speed of 330 or so, the OS with no additional SP's gets the full 896 upload, any ideas? I need to really use the OS with all my SP's.
