It all depends on what type of PC you have and what settings you are able to control in the BIOS,
The easiest and most used method I beleive would be to raise the front side bus, but if that option is not available to change then most likely you won't be able to overclock.
What you also have to consider is how much is too much? and also do you have enough cooling for your processor and case, especially with a celeron, it can also cause instability on your system, again that depends on the type of motherboard you have whether it can handle that or not.
I really don't like to overclock I would rather try to upgrade to a bigger processor if possible along with the appropriate heat sink and fan, but again that depends on how upgradeable your MB is.
Plus not sure how much you have devoted to tweaking youe OS but there is a lot of things you can do to speed that up especially with WINXP.

its a really case i bought the case custom even know the stuff inside is outdated. It was a water cool system. I just recently built my custom for me. But hes been wanting me to help him get his faster and hes straped for cash right now.
the cooling is fine it stays real cold in there. its a motheroard from a HP as i see the guy that posted after you said somthing about it.
I read somewhere abotu bios changing well in bios it dont let me chage anything. If we cant Overclock,you said there is cool programs that tweak the system for xp or somthing any examples. and he is runing windows XP. but the bad part is its a S#!ty HP Pavilion. Thanks.
Also off topic: is there a big diffrence between a 598 MHz to a 700 MHz?
