Cox HSI Problem

Alright guys once again im having issues with my Internet Connection, but is not the download giving me issues it is the upload. I had a Cox tech come to my house which he told me it was my Scientific Atlanta modem that was fluctuating my speeds so he changed it for the same brand. When he activated it like 5min minutes later it burned out so he changed it for a Motorola Surfboard SB5120 which helped my download but my upload just got worser. Now that I tracert websites on the 2 one it hits spikes 3 times in what ever website i use. But what gets me more confused that I have a great signal to my modem. Please give me any type information that you think might be causing this. Thanks

Alright guys looks like my connection straightend out.
When I test on this website
http://nitro.ucsc.edu/
it always tells me this, "Alarm: Duplex mismatch condition exists: Host set to Full and Switch set to Half duplex" even though mine Link Speed/ Duplex Mode is set up on AUTO and when I put it at Half Duplex it still tell me its at Full. Also I still have the Issue with the tracert.

your router/modem isn't responding to pings... what's the problem with that?
also, it could be the first node doesn't accept pings...

Didn't use to do that when I had my Scientific Atlanta Modem but now that I have a Motorola Surfboard SB5120 it does it.
