This may or may not be a modem problem.
RF issues can definitely cause a modem to reset frequently.
What is your 'Power Level' under the Upstream section of the diagnostics?
Also, what is your Downstream Signal to Noise Ratio?

Bottom Line: You are running: 24 times faster than 56K and can download 1 megabyte in 6.36 second(s)
Diagnosis: May need help : running at only 40.32 % of your hosts average (Cox.net)

::::::::::.. Download Stats ..::::::::::
Connection is:: 1316 Kbps about 1.3 Mbps (tested with 579 kB)

---------------------------------------------------------------------------------------------------------

this is the status from Cox ISP

Downstream

Well, -10 is a little low, but that won't cause a speed drop or reset off generally.
Everything else looks good, 46 is good for the upstream.
Sorry, I guess you'll have to wait for the tech.

Your upstream TX power is lower ( which means less attenuation, better ), and your receive looks much better.
Across the board, it looks better.
Did you re-configure any wiring, or did you just straight swap modems?
Also, what plan do you have, 4000/512?
Do you have a router, maybe?
Your dl speeds look better, just not sure about the 1.5Mbps.

Here's mine from Cox, for example  - 4000/512

::::::::::.. Download Stats ..::::::::::
Connection is:: 4753 Kbps about 4.8 Mbps (tested with 2992 kB)
Download Speed is:: 580 kB/s
Tested From:: http://testmy.net/ (server2)
Test Time:: Fri Jul 15 2005 23:44:52 GMT-0500 (Central Daylight Time)
Bottom Line:: 85X faster than 56K 1MB download in 1.77 sec
Diagnosis: Awesome! 20% + : 45.57 % faster than the average for host (Cox.net)
Validation Link:: http://testmy.net/stats/id-BOSYFJKZQ

::::::::::.. Upload Stats ..::::::::::
Connection is:: 513 Kbps about 0.5 Mbps (tested with 579 kB)
Upload Speed is:: 63 kB/s
Tested From:: http://testmy.net/ (server2)
Test Time:: Fri Jul 15 2005 23:45:21 GMT-0500 (Central Daylight Time)
Bottom Line:: 9X faster than 56K 1MB upload in 16.25 sec
Diagnosis: Awesome! 20% + : 21.56 % faster than the average for host (Cox.net)

It does look like your router may be slowing you down a bit, or other traffic from another PC on the LAN.
As for the receive level, the temperature has a large effect on the levels.
My Rx is about 5dB higher at night; when the outside heats up during the day, it drops a few dB.
That is normal, I am running between -3 and -8dB Rx, with no issues.
Has your modem reset since you installed the new one?
