By all means, give Level 2 a shot but don't be surprised if you come up empty.  In my experience, Level 2 personnel have about as much control over Adelphia as I have -- namely none.  They'll probable ask you a lot of questions, run some tests, and arrive at no explaination for your problem.  Somewhere along the line, they'll probably say it's probably you or your computer that's the real culprit, which may be true.  Finally, they may refer your problem to Level 3, from which you'll never hear anything.  In fact, Level 2 personnel have told me Level 3 doesn't even speak to Level 2.

After getting the above runaround many times, I finally sent a complaint to Adelphia's management via Adelphia's online-chat service.  (By the way, the online-chat folks are the worse of all.  However, I was able to get an online-chat person to forward my complaint.)  At the end of my detailed complaint, I stated I was going to file a complaint with the FCC if my problem wasn't corrected promptly.  Two days later, the problem (low speed) was fixed without comment from Adelphia.  So, I don't actually know if my complaint did the trick or if the problem was corrected for some other reason.

Please note that in California the Public Utilties Commission doesn't regulate Internet providers.  So, complaints must be addressed to the SEC.
